Billy was an EIWA champion and NCAA champion wrestler for Lehigh University in 1964-65. During that season, he compiled a perfect 21-0 record at 137 pounds.

Billy lost only one match in four years of prep school wrestling while at the William Penn Charter School in Philadelphia. He attended Brown University for his freshman year before transferring to Lehigh to wrestle for legendary coach Gerry Leeman. Billy’s wrestling career thrived under Leeman. Along with Mike Caruso and Joe Peritore, he was part of the "Terrific Trio" of Lehigh wrestlers who placed NCAA top 3 in eight of nine tries.

Billy’s career record at Lehigh was 50-6-2 while placing 2-1-2 at the Easterns and 1st and 3rd in the 1965 and 1966 NCAAs. His rivalry with fellow EIWA Hall of Famer Wayne Hicks was one of the greatest in EIWA history. Billy won three of their five matches, with two of them going to overtime and one ending in a draw. He defeated Hicks in both the EIWA and NCAA finals in 1965. Billy wrestled Freestyle for the New York Athletic Club while attending graduate school at Penn State in 1966-67.

In 1971, Billy earned his M.D. from the University of Maryland Medical School. He spent his medical career as the head ER physician at various hospitals in Massachusetts. He also engaged in nationwide medical-legal consultation in both civil and criminal matters, leveraging his expertise in Medical Malpractice and blunt and penetrating trauma.
